Job Description and Duties

Do you enjoy working in a fast-paced environment with variety in your work? The California Department of Insurance (CDI) is seeking a dynamic Insurance Examiner with experience performing insurance examination work including applying insurance principles and best practices.

Under supervision, the Insurance Examiner (IE) will assist in the financial examinations (audits) of insurance companies to determine their financial status, solvency, and the legality and propriety of their operations. Tasks include but are not limited to: review and assess the effectiveness of the insurer's audit function as well as the enterprise risk management function; exercise judgment to identify and assess solvency risks facing the insurer; identify relevant controls and/or risk mitigation strategies to address risks identified and perform tests of controls to evaluate their effectiveness, as well as examine related records to appropriately determine insurer's compliance with state laws, rules, regulations and standards/guidelines prescribed by the National Association of Insurance Commissioners (NAIC).

Working Conditions

  • The incumbent must be able to work in a high-rise building.
  • Incumbent must be able to work in a cubicle or office setting.
  • Incumbent must be able to safely drive and operate a private passenger motor vehicle.
  • Incumbent must be able to lift/carry/move 25-35 pounds for short distances.
  • The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated accounting/audit knowledge and skills (understanding financial assertions, general auditing standards, work paper documentation standards, etc.). A written test will be required as part of the interview. 
  • Strong communication skills, both orally and in writing.
  • Ability to think critically and make decisions based on reasonable and timely analysis.
  • Possess good organizational and problem-solving skills.
  • Willingness to satisfactorily complete the SOFE courses below and achieve a score of 70% of better on each exam
    • AFE1: Life Insurance Fundamental
    • AFE2: Property &Casualty Insurance Fundamental
    • AFE3: Life Insurance Accounting
    • AFE4: Property & Casualty Insurance Accounting
  • Ability to work as a team member and be flexible and responsive to various tasks assigned.
  • Willingness to travel and work away from the headquarters office, including out-of-state travel.
  • Proficient in using computer application programs such as Microsoft Word, Excel, etc.
  • Ability to drive private passenger vehicle to and from workplace
